研究目的：	采用创新性策略和措施扩大MSM人群艾滋病检测和抗病毒治疗，将MSM人群HIV新发感染率降低50%。其中，通过HIV检测促进干预，推动HIV检测，将MSM人群HIV检测比例提高50%；通过抗病毒治疗促进干预，倡导MSM感染者尽早参加抗病毒治疗，将MSM感染者抗病毒治疗比例提高50%，MSM感染者群体病毒载量水平降低50%。
Objectives of Study：	An innovative, comprehensive strategy will be conducted to increase HIV testing rate and expand ART coverage, thus to reduce the HIV incidence rate among MSM by 50%. The strategy include: ‘universal testing’ promotion campaign to increase HIV testing rate by 50%; immediate treatment policy for HIV-positive MSM to increase ART coverage rate by 50%, and decrease the community viral load (VL) by 50%.

Description for medicine or protocol of treatment in detail：
纳入标准：	1. MSM人群：年龄在18周岁及以上；最近一年内与同性发生过口交或肛交性行为的男性；在知情同意基础上自愿接受问卷调查和HIV检测。 2. MSM感染者：年龄在18周岁及以上的MSM人群中的HIV感染者；自愿参加治疗促进相关的干预活动或者病毒载量抽样检测调查。
Inclusion criteria	1. MSM over 18 years of age; men who have oral sex or anal sex with men in recent one year; receive HIV test and questionnaire after provided with inform consent; 2. HIV positive MSM: over 18 years of age; voluntary to participate in the "unversal treatment" intervention and promotion or in the viral load sampling survey.
