研究目的：

主要目的：探索脑炎脑膜炎的中西医临床特征，总结治疗方案；评价中医药治疗脑炎、脑膜炎的有效性和安全性，为中医药防控脑炎脑膜炎提供循证医学证据。 次要目的：（1） 制定“脑炎脑膜炎症候群”常见突发急性传染病的中西医结合诊疗预案。（2） 评价中西医结合治疗“脑炎脑膜炎症候群” 常见突发急性传染病的临床疗效。（3）优化和推广“脑炎脑膜炎症候群” 常见突发急性传染病的中西医结合诊疗方案。  

Objectives of Study：

Primary purpose: To explore the clinical characteristics of traditional Chinese and Western medicine for encephalitis and meningitis, summarize the treatment plan; to evaluate the effectiveness and safety of traditional Chinese medicine (TCM) in the treatment of encephalitis and meningitis, and provide evidence-based medical evidence for TCM prevention and control of encephalitis and meningitis. Secondary purpose: (1) to formulate a diagnosis and treatment pre-plan for the common acute infectious diseases of "encephalitis and meningitis syndrome"; (2) to evaluate the clinical efficacy of the integrated traditional Chinese and Western medicine in the treatment of common acute infectious diseases of "encephalitis and meningitis syndrome"; (3) to optimize and popularize the integrated Chinese and Western medicine treatment plan of common acute infectious diseases of "encephalitis and meningitis syndrome".

纳入标准：

Inclusion criteria

排除标准：

1.其他非病毒感染导致的脑炎脑膜炎。
2.年龄小于14 岁或者年龄>65 岁。
3.妊娠或哺乳妇女。
4.合并其他严重的全身性疾病（如心脑血管病）和精神病患者。
5.颅内占位性病变患者。
6.合并感染性休克、DIC 等的严重并发症患者。
7.因严重消化道出血、胰腺炎等严重情况医生判断不能经胃肠道给药患者。
8.因各种因素而影响资料收集者。
9.抗HIV 和/或梅毒抗体阳性者。
10.既往有中药过敏史。
11.参加其他临床试验或研究者。

Exclusion criteria：

1. Encephalitis and meningitis caused by non-viral infections;
2. Aged < 14 years old or > 65 years old;
3. Pregnant or lactating women;
4. Concomitant with other serious systemic diseases (such as cardiovascular and cerebrovascular diseases) and mentally ill patients;
5. Patients with intracranial space-occupying lesions;
6. Patients with severe complications such as septic shock and DIC;
7. Due to severe gastrointestinal bleeding, pancreatitis and other serious conditions, the patients who cannot be administered by the gastrointestinal tract after doctors judging;
8. Affecting data collection due to various factors;
9. Anti-HIV and / or syphilis antibody positive;
10. History of allergies to traditional Chinese medicine;
11. Participate in other clinical trials or research.
