研究目的：

本研究旨在基于上海市闵行区中风120行动的成功经验，评估多举措干预的中风120行动在我国不同地区社区层面的可推广性、可实施性及人群干预效果。我们计划在全国8个区域的16个社区单元开展一项多中心、开放标签、盲法终点判定、整群随机对照试验，系统检验在常规卫生政策基础上，实施多举措干预的中风120行动是否能在不同地区显著提高缺血性脑卒中患者发病后4.5小时到院率，同时评估该干预在全国推广过程中的可接受性、可持续性、成本负担，为我国卒中前移防控策略的政策制定和规模化推广提供循证依据。  

Objectives of Study：

The STROKE 120 ACTION is designed to evaluate the generalizability, implementation, and effectiveness of STROKE 120 multifaceted intervention campaign in different regions of China based on the successful experience in Shanghai. The STROKE 120 ACTION will systematically assess whether implementing a STROKE 120 multifaceted intervention campaign based on the usual health policy can reduce pre-hospital delay and improve 4.5-hour hospital arrival rates for AIS in China.

Randomization Procedure (please state who generates the random number sequence and by what method)：

Randomization will be stratified by geographic region and will be conducted centrally at the Study and Data Coordination Center. Within each stratum, community units will be randomly assigned to the intervention or control group at a 1:1 ratio. Random codes will be generated using SAS PROC PLAN in SAS and blinded at the Study and Data Coordination Center. The randomization assignments will be concealed until recruitment and baseline data collection were completed among all community units within each region.
