通过前瞻性、非随机整群干预研究，验证在幼儿园进行局部涂氟和健康教育综合干预的作用，并进行评价。

Objectives of Study：

To verify and evaluate the effects of topical fluoride application and health education in kindergartens through a prospective, non-randomized cluster intervention study.

Inclusion criteria

排除标准：

1.儿童家长拒绝提供儿童牙齿的相关信息 2.儿童对研究中所使用的药物有过敏。 3.患有神经系统，造血系统或者其他可能对研究结果产生影响的严重疾病；自闭症；小儿多动症。 4.患有口腔粘膜疾病，如溃疡等。 5.在研究开始之前已进行过涂氟干预。

Exclusion criteria：

1.The child's parents refuse to provide information about their child's dental health. 2. The child is allergic to medications used in the study. 3.The child suffers from a serious neurological, hematopoietic, or other medical condition that may affect the study results; autism; ADHD. 4.The child suffers from an oral mucosal disease, such as an ulcer. 5. The child has received fluoride application prior to the study.

数据采集和管理（说明：数据采集和管理由两部分组成，一为病例记录表(Case Record Form, CRF)，二为电子采集和管理系统(Electronic Data Capture, EDC)，如ResMan即为一种基于互联网的EDC：	1.口腔健康检查：以《口腔健康调查基本方法》第四版为准，由一名口腔临床医生负责检查、一名记录员负责记录，调查人员均通过统一培训。 2.口腔健康调查问卷：参考《第四次全国口腔健康流行病学调查问卷》，结合项目实际，在专家的指导下进行修改，对参与调查的学龄前儿童基本信息、口腔保健知识知晓率、口腔卫生行为、饮食情况、家庭情况等进行问卷调查。
Data collection and Management (A standard data collection and management system include a CRF and an electronic data capture：	1. Oral health examination: Based on the fourth edition of the Basic Methods for Oral Health Survey, one dental clinician is responsible for the examination and one recorder is responsible for recording. All investigators have received unified training. 2. Oral health questionnaire: With reference to the Fourth National Oral Health Epidemiological Survey Questionnaire, the questionnaire was modified under the guidance of experts in combination with the actual project, and a questionnaire survey was conducted on the basic information of preschool children participating in the survey, the awareness rate of oral health knowledge, oral hygiene behavior, diet, family situation, etc.
